What is a UDF file?
UDF is the document format used in UYAP, Türkiye's national judiciary information system. Court decisions, hearing minutes, notifications and the petitions that lawyers file are created, signed and exchanged in this format. The catch is that almost nothing outside the official UYAP Document Editor can open a UDF file: not Word, not Adobe Reader, not your phone. udfpdf.com removes that obstacle. It reads UDF files in your browser and converts them to formats everyone can open.
New to the format? Read What is a UDF file? for a short, plain-language explanation, including how it differs from the unrelated Universal Disk Format.
Every UDF job in one place
Drop a file in the box above and the tool works out what it is and offers the right options. If you already know what you want, go straight to the tool:
- UDF to PDF: a PDF with selectable, searchable text.
- UDF to Word: an editable DOCX; ODT, RTF and TXT are available too.
- Open a UDF file: a viewer that needs no installation, with search and printing.
- Word to UDF: turn a Word petition into a UDF.
- PDF to UDF: turn a PDF into an editable or image-based UDF.
Why your file never leaves your device
Most online converters upload your file to their server, process it there and send the result back. For legal documents that is a real problem: decisions and petitions carry names, national ID numbers, addresses and sometimes health or family details. udfpdf.com works differently. When you open the page, the conversion software itself is downloaded to your browser. Your file is read, converted and made ready for download in your browser's memory. There is no server that receives it.
You do not have to take our word for it. Once a page has loaded, switch off your internet connection and convert a file, or watch the network traffic in your browser's developer tools. The steps are explained in How can you be sure?
No software, Java or account needed
Here is how udfpdf.com compares with the usual ways of working with UDF files:
- UYAP Document Editor: the official, free program. You need it to sign a document and to submit it to UYAP. It has to be installed, it is Java-based and often troublesome on Mac, and it can require updates.
- Server-based converters: nothing to install, but you upload your file, and many show ads or limit how much you can convert per day.
- udfpdf.com: nothing to install, no sign-up, no ads, no upload. There is no limit on the number of files; the only limit is your device's memory. It does not sign documents and does not submit them to UYAP, so for those two jobs you still need the official editor.
Who uses it?
People who receive Turkish court documents but cannot open them: lawyers and legal assistants abroad who work with Turkish counterparts, translators and notaries who need the text of a decision, companies and expatriates who get a UDF file by e-mail or WhatsApp from a Turkish lawyer, and researchers and journalists who read published decisions. Turkish lawyers and citizens living overseas use it too, to read and send documents without installing the editor. The tool converts files; it does not translate them, so the text stays in Turkish.
What a converted file is, and is not
When you convert an e-signed UDF to PDF or Word, the result is a visual copy and carries no e-signature. The original is the signed UDF itself. The same caution applies in the other direction: a UDF made from Word, PDF or a photo is unsigned, and it must be opened in the UYAP Document Editor, checked and signed before it is submitted. This is general information, not legal advice. If in doubt, ask a lawyer.
On a phone, on a Mac, offline
The tools work in a current browser on iPhone, Android, iPad, Mac, Windows and Linux. If you add the site to your home screen it opens like an app, and once a page has fully loaded it keeps working without an internet connection. The interface on these English pages is English, but the converter handles the Turkish characters (ç, ğ, ı, İ, ö, ş, ü) in your documents correctly.

Ready for offline use on this device
Once the page has loaded, switch off your internet connection or turn on airplane mode, then convert your file: it still works, because everything happens inside your browser. On a computer you can also press F12 and open the Network tab to see for yourself that your file is not sent anywhere.
Once a page has fully loaded you can switch off your internet connection; opening UDF files and converting UDF to PDF, Word and images keeps working. Less frequently used modules, such as reading PDFs, converting Word/ODT/RTF to UDF, and decoding TIFF and iPhone (HEIC) photos, are downloaded once on first use and then work offline as well.

Frequently asked questions
Is the UDF converter really free? Is there a file limit?
Yes, every tool is free. There is no sign-up, membership or card, and we set no limit on daily conversions or the number of files. Because conversion runs on your device, the only practical limit is its memory.
Is my file uploaded to a server?
No. The file is read and converted inside your browser; neither its content nor its name reaches us. You can check this yourself with an offline test or your browser's Network tab: How can you be sure?
Do I need the UYAP Document Editor or Java?
Not for reading or converting; the tools run in your browser. You do need the official editor to sign a document with an e-signature and to submit it to UYAP.
Which conversions are available?
UDF to PDF, Word (DOCX), ODT, RTF, HTML, TXT, Markdown, XML, PNG and JPG, plus images extracted from the document. In the other direction you can convert Word (DOCX and older .doc), ODT, RTF, PDF and images such as JPG, PNG and TIFF to UDF. The Turkish version of this site has further tools, such as a UDF editor, UDF merging and splitting, and PDF utilities.
Does it translate the document into English?
No. It converts the file format only. The text of the document stays exactly as it is, which is usually Turkish.
Does it work on a phone or a Mac?
Yes. Use Safari on iPhone, iPad and Mac, Chrome on Android, or Chrome and Firefox on a computer. You do not need Java or an app.
Is a converted document valid for official procedures?
A PDF or Word file made from a UDF is a visual copy without an e-signature. For official use or as evidence, the original signed UDF is the document. A UDF that you create is unsigned and must be checked and signed in the UYAP Document Editor before submission. This is not legal advice.
Is udfpdf.com connected to UYAP or the Ministry of Justice?
No. udfpdf.com is independent software with no connection to the Ministry of Justice, UYAP or any public authority. To read and write UDF files we studied the format and test our output ourselves.
